If your pipes are PVC, that is if your home is newer, then this rule isn't as rigid as when the pipes were clay. The constant weeping from clay was ideal for root invasion.
Today I'd still think about planting anywhere near a leach field. While the roots may help keep the field drier, the deliver system could be and likely become clogged with roots.
The problem with willow is they can be short lived, that is after 10 years or so they may Begin to break down especially in more arid climates. Hence twigs falling constantly. Also willows seem to attract aphids so you get sticky honey dew from the aphid's rear end.
Now the real kick……..roots spread at least 2x and more likely 4x+ the height of the tree. So if your tree gets 30' tall, you could have a root spread of 50-well over 100 feet diameter. How big is your yard?
Instead I'd look for an area where the tree can spread without dropping aphid poop on the patio or cars and where branches won't fall on the roof……..and where it will get plenty of water…….and if you are still worried about the pipes….a good 60 plus feet away.

You actually don't have to dip them (you might lose the curl pattern). The braider should have put a slip knot at the end of each braid. Some people put glue at the end, but I personally do not recommend that. Either way the know or the glue should be done after your have braided past the clients natural hair to prevent any breakage.
Maybe the person who braided your hair can go back and put slip knots at the end of the braids.
